Shadow Corps
A network of spies and intel operatives, many of these horses have a second occupation to hide that they are members of the Corps. Reconnaissance and intelligence are their missions. They are not organized the way the rest of the kingdom is, as they are given a single horse to report to, who may be of equal or better rank.
--
WhispererThe leader of the Shadow Corps, this official does not serve on the counsel officially. His position is kept secret and he is required to have a cover occupation within the kingdom.

AgentsAn agent is a common member of the Shadow Corps. These horses are not required to be Kairosian citizens, so long as they report to their contact as required.
Civilians
All civilians are required to have an occupation. Many of these horses also hold a rank in the military or are attached to a company as support. (This is a very incomplete list, and I am open to all suggestions.)
